Remediation Steps
If your product is showing as not qualifying for a restricted shipping method and it should qualify, you need to mark the item as a special type.
Navigate to:

Home → Item Configuration → Items Section |
Select the item you're troubleshooting.
On the main tab (Item), near the bottom, is a field named 'Special Product Type'. Choose the product type required for this shipping method.
Save your changes. Test your cart again.
