The shipper didn't think it could use that method for the address supplied.
For example, if you ship product from the state of Iowa, and enter an address in California, the USPS will not return an estimate for International Shipping since it doesn't apply.

Remediation Steps

If the address is correct, then this isn't something that can be fixed. It is what it is.
